What counts as a blocker
Not drawn, check manually: flood hazard (PGRA P2/P3), UNESCO sites, 500 m from listed heritage, DOP/IGP and land-capability I–II soils, slope.
Legal basis
Elevated agrivoltaic plants are allowed on agricultural land: the DL 63/2024 art. 5 ban covers ground-mounted modules only (Corte Cost. 127/2026).
Art. 11-bis D.Lgs. 190/2024 (L. 4/2026): certified ≥ 80 % of gross saleable production kept; regional agricultural suitable areas capped at 0.8–3 % of SAU.
Lazio has no regional suitable-areas law; DGR 390/2022 guidelines apply.
How the ECOSTRESS values were made
Data sources and limits
Parcels: Agenzia delle Entrate cadastre on agricultural land (Regione Lazio land-use map), cleaned of roads, waters and strips under 20 m wide, 2 ha and up. A cadastral parcel is a legal unit, not a field.
Constraints: Regione Lazio GeoServer, dissolved per source, simplified to 15 m, clipped to land, fragments under 0.1 ha removed. Conditional zones drawn only outside no-go zones.
WUE / ET / GPP: European ECOSTRESS Hub, ~70 m.
Radiation: PVGIS 5.3 SARAH3 climatology on a 5 km grid; differences between neighbouring parcels are below that resolution.
Limits: screening-grade geometry, not a legal opinion. WUE is carbon per unit water at satellite scale, not a yield forecast. Ownership, grid connection and financial scoring are not on this map.
